We've been looking at this in the context of the Xenoservers project -- essentially providing an execution platform for untrusted applications in which a charge is levied for all resources used and for temporal and spatial resource reservations. There are some initial web pages on the project at http://www.cl.cam.ac.uk/Research/SRG/netos/xeno/ which contains links to two papers from this year's HotOS.
